BERLIN, July 24 (Xinhua) — The German government said Sunday that it would lend Libya’s rebel National Transitional Council (NTC) 100 million euros (144 million U.S. dollars) for humanitarian and reconstruction purposes.

The month-long conflict between Libyan leader Muammar Gaddafi’s army and rebel troops has made the situation in Libya “extremely difficult,” German Foreign Minister Guido Westerwelle said in a statement.

There is a lack of resources to “build up necessary structures and to ease supply shortages — from medical equipment to food,” he said.

Germany officially recognized Libya’s rebel council as the country’s sole legitimate representative when Westerwelle arrived in Libyan opposition stronghold of Benghazi in mid-June.

Germany in March abstained from a United Nations Security Council vote authorizing military action to protect Libyan civilians, and has been standing by its decision not to join in the NATO air strikes against Gaddafi’s troops.
