The UN mandate does not stipulate much of what the coalition air force is doing in Libya, declared Russian Foreign Minister Sergey Lavrov who is currently on a visit in the capital of South Ossetia Tskhinval. He said that Russia will object to the situation in Libya passing to a dangerous stage.

“We insist on complying with the UN Security Council resolution”, the minister stressed. The no-fly zone, Lavrov said, means that Libyan aircraft cannot use the air space above Libya because they attacked the civilian population. At the same time, the no-fly zone does not stipulate hitting civilian targets. “There have been reports that civilian targets, including communication lines, are being bombed”, Lavrov said.
