WASHINGTON, July 15 (Xinhua) — The recognition of Libya’s opposition National Transitional Council (NTC) by the U.S. and other countries will enable it to have more funding from Libya’s frozen assets, U.S. State Department spokesman Mark Toner said on Friday.

Toner said the U.S. is “well aware” of NTC’s need for additional funds and the recognition helps the U.S. to respond to its request for funding.

He said the recognition will allow the U.S. to “access some of the frozen assets” and get them to the NTC so that they can “pay their bills and handle operational costs.”

“The other message that it clearly sends to Gaddafi and his region is that we’re looking past him,” he said. “He’s no longer legitimate, and he should get out of the way and allow for this democratic transition to take place.”

The Libya Contact Group on Friday recognized NTC as the sole and legitimate interlocutor of the Libyan people. U.S. Secretary of State Hillary Clinton, NATO Secretary General Anders Fogh Rasmussen and officials from 32 countries and seven international organizations attended the group meeting in Istanbul.
