UN Secretary-General Ban Ki-moon has urged the Security Council to establish an integrated UN mission in Libya, which specifically stipulates softening UN sanctions against this North African country, the Russian Foreign Ministry Spokesman said on Thursday.

Alexander Lukashevich also cited a raft of proposals that he said the Russian side had made on Libya, where Moscow says a no-fly zone regime should be lifted.

The proposals also include the partial resumption of small arm supplies to Libya, which Lukashevich explained will help better protect foreign embassies there – a process that Moscow insists should be fully in line with the Vienna Convention.
